IRS四月底退了中美treaty的$5000 W-2 waive，但是大头1042S没退。8008291040电话完全打不通。尝试了reddit上这个方法，能得到更多的信息（e.g., there is a withhold of your xxx, there is nothing you need to do right now…)也能找到真人。
