打电话agent说是Dominican Republic收的non-refundable的government fee，没法退。
后来在AA customer relationship team file了complaint。最后给的解决方案是送1000 miles。
这不是赚了吗 
虽然也不是奔着这点mile去cancel的，但是确实也算可以了。 
这个可以反复操作吗？
本来就是不可退的

AA给Dominican Republic的费用是出票时立刻付钱吗？应该是每过一段时间统一结算一次吧？并不需要Dominican Republic真的退款给AA再退款给你。
即使这张票的Goveronemnt fee不可退款，AA也会给其他旅客出票啊，你的票付的这笔款是否能算作其他人的票的Goveronemnt fee？我觉得AA内部还是可以操作的。
AA的意思是refund已经process了，就没法再退了，虽然我也很难理解这种说辞。
反正最后给了miles，也就无所谓了，也懒得再打电话argue什么了。
应该不行，说是基于good of will。
