FY25的discretionary spending一共就1.6T，其中Defense 895B，Non-Defense 711B
共和党砍啥都不会砍Defense
所以把Non Defense砍完也就711B
要么就动mandatory spending，那就是social security/medicare这种共和党根本没没票改，就算把filibuster搞掉，以共和党在众议院的微弱多数，他们自求多福吧…

其实去年12月份很多人的doe 都renew 出现了问题，在川普上台之前就不给renew了 （至少是物理方向）
