这个问题我用英文也搜索过了，根本没有看到相关的内容。
说实话，如果中国允许川普去中国退休，我根本不会去问或者思考，川普是以什么身份待在中国的。因为中国根本不是法治的国家。只要上面哪个人，大嘴一张、大笔一挥，什么事都成了。根本不需要考虑和中国法律能不能兼容。美国、加拿大、英国这些国家不一样。政府级别做什么事情都要合法。没有相关的法律，也需要先通过一个法律，才能把个事情办了。

你自己看吧。注意一下 within general legal guidelines。你不会以为discretion 是想干啥就干啥吧。

discretion也得在法律范围内。按法律可发可不发的东西可以discretionarily给你发。按法律处理可快可慢的东西可以discretionarily给你加速处理。
法律完全不支持发的东西没法discretionarily发给你。
这两者之间的区别搞不懂，一般是思维模式还没从大陆转出来。

注意1994年宋美龄已经是最后一次往来台美，所以宋显然一直都是用的元首通行证啊。
大多数国家都是给予元首通行证免查验、免签证的礼遇。美国的A1签证应该也只是国务院内部走一下文件的事……

就不要你找台湾的元首通行证长什么样了，难度太高。你就找找美国的元首通行证长什么样？

进去一看，什么元首通行证，明明是laissez-passer。那我上面说它是台湾内部文件倒也不准确。laissez-passer就是通行证的意思，没有“元首”的意思。laissez-passer这个词比passport更加中性，比外交护照更是不知道中性到哪里去了。比如下面贴个蓝皮的联合国laissez-passer，所有联合国普通工作人员为联合国公干旅行时都用这个，感情联合国有几万个元首。
台湾总统出访为什么要用laissez-passer，而不像正常元首那样用外交护照？因为不承认台湾官方的国家就不承认台湾的外交护照，包括美国也不承认台湾的外交护照（这里另一个有趣的点是美国官员去台湾，按美国自己规定也不能用美国外交护照）。所以台湾总统如果要去或路过不承认台湾官方的国家，只能用laissez-passer。然后我猜测岛内为了把坏事说成好事，掩饰自己总统不能用外交护照随便走的事实，强行把laissez-passer意淫称为“元首”通行状。
你再找找还有哪个国家元首出访不用外交护照，或是完全不用护照（比如英国国王 日本天皇），而是用laissez-passer的？
再看看英文维基是怎么说明laissez-passer的，可真“元首”呀：
A laissez-passer (French pronunciation: [lɛse pase]; lit. ‘let pass’) is a travel document issued by a national government or certain international organisations. A laissez-passer is often for one-way travel to the issuing country for humanitarian reasons only such as Restoring Family Links. Some national governments issue laissez-passers to their own nationals as emergency passports.
